Bit rot: the Economist argues for better regulation of data

This week's Economist leads with an article about the wide-ranging effects of losing data "Mistakes 30 years ago mean that much of the early digital age is already a closed book (or no book at all) to historians". Do we need to legislate to ensure that data is collected and stored, and who's going to foot the bill?
